Overview
Council Secretariat: We manage the administrative functions for the 9 Wards and their respective Councilors. This includes organizing full board meetings, committee sessions, and ensuring that all council resolutions are recorded and implemented.
Legal Advisory: Our legal team ensures that the Board operates strictly within the Urban Councils Act [Chapter 29:15] and other relevant Zimbabwean statutes, protecting the interests of both the council and the residents.
Staff Development: We oversee the recruitment and training of the town’s workforce, ensuring that the professionals serving you—from engineers to health workers—are highly skilled and motivated.
Employee Wellness: Managing industrial relations and maintaining a safe, productive work environment for all council employees.
Transparency: This wing acts as the bridge between the Board and the people of Ruwa. We manage the "Ruwa Local Board Official" social media channels, press releases, and the Customer Service Desk.
Corporate Social Responsibility (CSR): We actively partner with local businesses to support community initiatives, environmental clean-ups, and support programs for vulnerable groups within our town.
- Housing Administration: Managing the housing waiting list, residential stand allocations, and ensuring orderly urban development.
- Education & Health Support: Overseeing the administration of local clinics (like Ruwa Polyclinic) and coordinating with the Ministry of Education to support schools and vocational training centers in the area.
- Asset Protection: Our security division ensures the safety of council premises, public parks, and critical infrastructure (like water reservoirs and equipment).
- Audit Services: We maintain an independent Internal Audit unit that monitors financial and operational processes to prevent corruption and ensure every cent of the taxpayers' money is accounted for.
- Ethical Sourcing: Operating under the PRAZ (Procurement Regulatory Authority of Zimbabwe) guidelines, we ensure that the procurement of goods and services is done transparently, favoring value for money and local empowerment where possible.
